Gold and green moas aren't tamable. I really wanted a green, but apparently they thought we had enough moas already.

Blue supposedly has a spawn point on the sandy shores of Ventry Bay in Caledon Forest (1st Sylvari map). However, I've never personally seen one there despite spending a lot of time as a Sylvari. If there is a spawn there, it's quickly grabbed up by the flood of low level players.

Your best bet is to check out Stormbluff Isle in Bloodtide Coast, on the sloping sides of the hill where the fort is. As a low level player that can be tricky, but it is possible to run there from Lion's Arch without engaging any enemies. If you need to run it, I would suggest removing your armor first to avoid repair costs if you do get caught by something.
